President Jokowi Officially Signs New Papua Province Law

The DPR has ratified the three Papua New Guinea Laws on June 30, 2022, but to this day some Papuans are still protesting against this decision.

President Joko Widodo or Jokowi officially signed three laws governing the new province, aka the New Autonomous Region or DOB Papua. Starting from the provinces of South Papua, Central Papua, and Papua Mountains.

"The implementing regulations for this law must be enacted no later than 2 years from the promulgation of this law," reads the closing provisions of the regulation signed by Jokowi on July 25.

Previously, the House of Representatives had ratified the three Papua New Guinea Laws on June 30. But to this day, some Papuans still protest against this decision.

Furthermore, this new law regulates in detail the three provinces. The first is Law Number 14 of 2022 concerning South Papua, which consists of four regencies, namely Merauke, Boven Digoel, Mappi, and Asmat. Merauke is the provincial capital.

The second is Law Number 15 of 2022 concerning Central Papua which consists of 8 districts. Starting from Nabire, Puncak Jaya, Paniai, Mimika, Puncak, Dogiyai, Intan Jaya, and Deiyai. Nabire became the provincial capital.

The third is Law Number 16 of 2022 concerning Mountain Papua. There are also 8 districts, namely Jayawijaya, Bintang Mountains, Yahukimo, Tolikara, Central Memberamo, Yalimo, Lanny Jaya, and Nduga. Jayawijaya became the provincial capital.

In addition to implementing regulations, another similar rule is that of regional heads. Article 8 of these three laws states that the inauguration of the Acting Governor is carried out by the Minister of Home Affairs on behalf of the president. "Six months at the most from the promulgation of this Law," the article reads.

Then, there is also Article 11 which equally stipulates that the Acting Governor is obliged to form a regional apparatus no later than 3 years after being sworn in.

Next, there is another article 21 paragraph 2 which both regulates the question of filling the state civil apparatus for the first time. There are three types of recruitment carried out:

1. Prospective Papuan Papuan civil servants or OAP with a maximum age of 48 years.

2. Temporary employees who are registered in category II at the State Personnel Agency are candidates for civil servants with a maximum age of 50 years.

3. government employees with work agreements

In addition to the three laws, Jokowi also stipulates five other laws regarding provinces. Starting from Law Number 17 concerning West Sumatra, Law Number 18 concerning Jambi, Law Number 19 concerning Riau, Law Number 20 concerning West Nusa Tenggara, and finally Law Number 21 concerning East Nusa Tenggara.
